Greetings fellow capsuleers and those who have acces to the IGS,

This broadcast is about the 3rd monthly report of the Direct Support Initiative (DIRSI). It has been a eventful month that unfortunately prevented DIRSI of reaching all the set goals for the 1st quarter of operations.

From all the set goals, only the goal regarding the financial situation has not been reached. The main reason for this has been that there was a war declaration from a capsuleer run corporation that lasted for two weeks. The exact reason for this war seems to have been the 5 planetary custom offices that DIRSI had obtained. The initial communication from the other corporation stated that the tax rates for the two lava class planets and the barren class planet was far too high. They also stated that they were only after these three types of planets and that the two Custom Offices located on two Gas type planets would therefore be ignored.

It seemed that they were not aware of how the taxation works or deliberately decided to ignore it. The set tax rate of 5% was by far in line with the regional tax rate on other Custom Offices on similar planets in the region. It was indeed even the lowest rate. After explaining this they changed their stance to us needing to be taught a lesson. They even seemed convinced that all the enlisted capsuleers are actually different entities that are all me. As this is impossible as there is no way a capsuleer can have more than one active clone it had become obvious that there was no reasoning or diplomatic options. They continuously kept changing their stance whenever I countered their reasoning.

At the outbreak of the war DIRSI was outnumbered at 3:1. Although these are unfortunate odds, the main problem was the difference in capsuleer experience. There was such a difference in graduation dates between the members of DIRSI and the other corporation that only myself and another member would be able to match the ships and technology level they were deploying. This meant that the actual odds were around 33:2. They also had a rough escalation when it came to possible combat. When piloting battleship class ships they would avoid an engagement while I was in a cruiser and they would not engage without having at least 3 bigger class ships on the field with additional backup available. I decided to run the gauntlet and attempted to disrupt their goal to destroy our Custom Offices. This resulted in the only DIRSI ship loss of the war, a Sleipnir class command ship. At the end of the war they had also destroyed all DIRSI Custom Offices.

From a military view they certainly followed solid tactics. They made sure their target was outnumbered and outgunned and in no position to actually mount a defense and inflict casualties. What lesson they wanted to teach evades me. I can only reason that they wanted to have something to boast about and to tell new graduates that they are nothing compared to longer graduated capsuleers. A real shame considering the heights that each new graduate can reach when provided with counseling from more experienced and settled capsuleers. It certainly seems to prove that the goal of DIRSI to help new graduates to settle in their new life (and find their own way in it) is a solid one.

The loss of the generated income from the Custom Offices and the disruption of operations certainly was a blow but DIRSI did manage to reach all the other set goals. This gives me good hope for the new year. The enlisted capsuleers have performed well during the war and they showed an eagerness to strengthen the military strength of DIRSI. Several operations were held during and outside of the war. DIRSI is well under way in developing its own industrial backbone and military strength for further operations.

The stated intentions of DIRSI have not changed. The actual goals for the new quarter are still being determined and will follow in a separate broadcast.
