Looking to Hire - Merc's for PoS takedown

Good day,
My client is looking to hire mercs to take down a PoS located High Security space. The PoS has strong defenses (a detailed breakdown will be provided upon request), but the corp that owns it is mostly inactive despite being comprised of approximately 40 members, the majority with little to no PvP experience.

There are significant assets contained within the PoS, which I am happy for the hired corporation to keep, but the PoS takedown will need to occur as quickly as possible.

I am prepared to discuss the opportunity with new merc corps, but it will be on the understanding that I will not pay them on par with a seasoned corp, with demonstrable history of success. This is the first phase of an ongoing operation, and I will be looking to form a longer term business relationship with the successful corp.

Is that the new "Kill that PoS for me so I can loot the valuables then refuse to pay you" act?
