Esc key becomes non-funcitonal on two different computers when EVE is active client.

As title says.

I have 2 computers.
An ultrabook with Windows 8 running in dx9 mode.
An older gaming computer runnig Win 7 Ultimate also in DX9 mode.

When I have Eve open, I cannot access the ESC window, or use ESC to close active windows in the EVE client ONLY. My esc key works absolutely fine as soon as I alt-tab out of EVE.

Since I have this problem with two different computers, I'm figuring it must be client based.

Have tried repairing, clearing cache, updating my video drivers, etc.

repairing seems to have no visible effect. I.e. no repair too starts when I set it in the launcher. When I try to open safemode, nothing happens apparently, however, the task manager will show the launcher open twice in PROCESSES.
Once in the
C:\Program Files (x86)\CCP\EVE\launcher\appdata\EVE_Online_Launcher-2.1.655130.win32
and the other in
C:\Program Files (x86)\CCP\EVE\launcher
Nothing shows in applications, and It is not available by alt-tab

My repair tool disappeared. I now only have
repair.exe_r70loi
repair.exe_xaee4t
repair_jmub5j

I just re-downloaded the repair tool from https://wiki.eveonline.com/en/wiki/Client_Repair_Tool
will see if that does anything. But any clue would be appreciated.

repair tool said everything is OK! Which it is not.

Alright, after repairing and doing everything that is usually recommended. I've made progress.

now on my gaming computer, only the basic letters work. Ctrl, alt, and function keys like f-10 for map no longer work.
ONLY IN EVE.

Everything works fine outside of eve. I can alt-tab out of eve, select Eve on the task bar and alt-f4 to close the client. Then switch back to the client and accept the close window. But alt-f4 within the client has no effect.
