smaller sig than ishtar

rats instantly swap to me when i land 100k off, before i have even done anything

The possibility of rats switching to you regardless of all of those things (sig, range, mod use, etc.) is intended, pretty sure. People raised a stink about it when they changed general rat (missions, k-space anoms, belts) A.I. for the same reason, stating that it was bs that rats would suddenly shift from shooting the one running the site to the one shooting at the one running the site. Go figure...
