Broker Fees on Order Modification based only on Skills

I noticed today that broker fees when modifying an order are based only on my skills, and not my skills and standings as I would assume. This limits the minimum broker fee associated with modification of an order to 0.75% as opposed to the standing+skill minimum of 0.1875%

If this isn't a bug, I'd like to know why. Is there a lore reason? Do I go through a different broker when modifying orders compared to setting them up? Maybe it's simply to limit the power of standings?
