PI Bug? Can't upgrade my CC

K if there is a thread on this,
I can't find it (both Google and forum search are failing me)

I just laid down a Barren command center and now I can't upgrade it
The button is grayed out and the "cost" is "none"

Do you have the skills to upgrade it? Specifically, command centre upgrades.

And I just realized my error..
was suppose to chose what lvl i need to upgrade it to,
before hitting the upgrade button
