The Launcher won't start, and when it does I get CCP Exefile has stopped working

The Launcher won't start, and when it does I get CCP Exefile has stopped working,
I have tried re installing the game, steam, and even my windows in hopes to get the game to work, but it just won't budge.
Game I have downloaded from the EVE site won't start the launcher (I run the launcher but nothing pops up even in the task manager) and one from steam just gives 'CCP ExeFile has stopped working'.
I''ve done some research in the forums but nothing helps, does anyone know a workaround or a fix for this?
