100% GPU Useage 100% of the time the EVE Client is running

Hi there, i have an i7-2600K CPU plugged into a ROG ASUS Maximus IV ExtremeZ with an Nvidia GTX-580 & 32gb of 2Ghz Dominator Ram, along with SSD Drives and so on, to put it blunty the PC i use can run everything comfortably, sure its not top of the line, but its definately capable.

Ive noticed whilst playing eve, my GPU useage is on 100% no matter what im doing in game, in fact my graphics settings are set to the lowest possible configuration, everything is on LOW and HDR isnt enabled. Yet even when sitting in station not actually moving, or doing anything at all, my GPU is on 100% useage, other games like the recent battlefield4 with frostbite3 and such do not use 100% in fact they sit around 40% useage, no matter what is happening, which leads me to ask, why is this happening ?

Im getting 450 FPS and 100% GPU Useage, this will make my card die 2x as fast as it would normally live, and def shouldnt be on 100%, 100% of the time.

I have tried various hardware settings as well like physX controlled by either cpu or gpu, ive tried in both dx9 and 11 mode, there is no difference, its like you're using mygpu to mine bitcoins or something really dodgy, obviously somethings not right with your code, i mean, really badly not right!


UPDATE*

so i talked to some ppl in game and they all said change ur adapter preset interval, which i did, it actually made no diff, i had to flip it back and forth from immediate to interval 1, four or five times before my FPS dropped to 60. maybe something u guys could look into, however, running in fixed window mode (to avoid vanishing interfaces bug too) means my tracking cam has halved in speed tracking, ill admit it, to the point it becomes annoying, so i tried to deactivate it, with no luck, after unchecking tracking cam on my dscan box it's still tracking :( oh god what next lol, so i switched back to fullscreen mode, but this time i am forcing vsync on with nvidia control panel for eve.exe which keeps the fps at 60fps, and the tracking cam is nice and fast again, but now its literally stuck on! and wont turn off, i read others have had this problem and fixed it by reseting their client, i did that, i reset every reset option, and tried again, still stuck on :(

I will also admit ive had my eve install for years, like 4 or 5 years now, ive run the repair tool dozens of times it says everything is fine, today i shift+del my eve folder and every single data directory i could find, im going to re download the entire thing again, lets hope it works, i must say guys this is pretty bad, its been 10 years and the bugs are clearly out of control!!!! like really bad, its kinda like i have to jury rig the client by running in special modes and such just to get it to work, its terrible, i feel like im a beta tester or something!!!! then i think no wait, im actually paying for this *frown*

I would also like to add, I re-downloaded 5.5gb of eve client, did a clean install, and eve would not run, direct from the eve installer ?

In its current state, the eve installer, install.... is broken guys?

I had to then run repair tool on a brand new, clean install, which installed a new launcher, which resolved the issue, so i finally got this thing to run, and my tracking cam issue is still happening in a 2minute old client?

Im running in directx9 mode, tried fixed window, and fullscreen doesnt seem to make any difference now, where as prev to the reinstall it actually did affect it.
