Launcher folder completely missing

I've submitted a ticket on this, but I didn't see any others with this problem, so I thought I would put it out there for anyone in the future who have this problem.

Windows 8.1 64b, Dell Inspiron laptop. I installed Eve into 8.1, not into Windows 8. The launcher folder and it's contents were not created in the C:\Program Files (x86)\CCP\EVE folder. In there are only 3 other folders: bin, bulkdata, res.

I've run the repair tool a couple times, no issues reported (sic). Reboot, no anti-virus, yadda yadda. Chrome and IE11 are installed, Chrome is default.

The game runs fine if I execute the 'exefile'. I am downloading the offline installers now and will see what happens if I install a second copy somewhere else.

That thread has as little help as this one. I'm still haveing this problem as of this morning. There is no launcher folder during the creation process, and the repair tool does not fix it. I get this error (from the log) when the repair tool runs:

**EDIT**
Also, the last thign I tried was to completely uninstall Eve, including removing ll cache and user settings. I then re-installed Eve using the OFFLINE installer (one EXE plus 2 zipped data files. These data files have apparently been deleted when I chose to "clean up installation files"). The offline installer completed, but the Launcher folder is still missing. I ran the repair tool again, and got the above error. Again.

Still having trouble. My latest attempt to work aroudn this was to copy the 'launcher' folder off my desktop (which is working okay) to the laptop. The launcher runs, but I get a program error, and the ability to 'log in' is deactivated. At the bottom by the download/oatch progress bar is says "Client update was unsuccessful".

I anted to paste in the error pop-up, but It would take 3 posts to fit, and has some 'html' that the forum doesn't like. I'l mail it to a dev if anyone cares. It's most likely an unrelated bug to the failure of the launcher to load on this laptop, and due to trying to forklift the launcher to this machine.

I'd love a status on this issue.
