[proposal] Disabling Mining Barges/Exhumers in High Sec space

That not needed.

Now since jetcan mining is dead, what we need is a new way to steal ore from miners, it could be a new module that "shipons" ore from Mining Barges/Exhumers (you get suspect flag).

I guess then we need Siphon units to siphone money from marading pirates as well.. to balance the whole siphon story.
