Dual Monitors TS3 FPS issue

I have 2 monitors, if i run EvE in fixed window on my main monitor, and Teamspeak on my secondary window it cuts my FPS in half (down to 60) and it spikes around all the way down to 40 and sometimes up to 120 for afew seconds.

This is not a driver issue, i've tried multiple drivers with the same result.
You can fix it by running EvE in fullscreen, or move Teamspeak to your primary monitor. But whats the point in having 2 monitors then?

My primary monitor is 120HZ and my secondary is 60HZ. Never had this issue before. It probably started occuring after the latest EvE patch.

Motherboard: Gigabyte P67 UD7
CPU: 2500k Overclocked @ 4.8Ghz
GPU: Nvidia GTX 680 (EVGA factory overclocked)
RAM: 8GB 1600Mhz

Workaround:
A) Run EvE in Fullscreen
B) Move TS3 to your primary monitor
