It is better to use passive Tank modules on Industrials, b/c most of the time, You dont see the gank comming.
So I would use something like this:

[Badger, Badger fit]

Beta Reactor Control: Reaction Control I
[Empty Low slot]
[Empty Low slot]
[Empty Low slot]

Large Shield Extender II
Large Shield Extender II
EM Ward Amplifier II
Thermic Dissipation Amplifier II

Medium Core Defense Field Extender I
Medium Core Defense Field Extender I
Medium Anti-EM Screen Reinforcer I

Empty slots with cargo expandern or Inertia Stabilizers, depending of the cargo hold needed.
Some skill level in the shield compensation skills, and this fit gives more than 30K EHP

Did you look at the fit I referenced?

I am not sure what you mean by passive fit, passive fit would refer to the shield's recharge rate which is irrelevant when protecting against a gank, but either way, the referenced fit is still better:

Your fit:
Effective Passive Recharge:168 hp/s
EHP Buffer:35.5K

Bieber's fit:
Effective PassiveRecharge: 406 hp/s (466 OH)
EHP Buffer:66.3K (75K OH)

Ok, we have got a naming-mismach here. What I mean is a tank that dont require the pilot to activate any module.
You mean, passive = buffer tank, active = shield booster tank. But realy nobody is proposing a shield booster on an industrial Lol

Not quite 55K EHP, with shields all 70% or better.
Stable, too, for those who care about such things.
Minimal implants.

Cargo capacity is just stock, but who cares? This thing is brutally tough for a T1 hauler. And cheap, too.

Understand that space is not safe. If someone really wants to gank you, he or she will succeed.
It does help to limit the value of your cargo to an amount that is not really worth losing a Tornado over. It won't eliminate ganks entirely, but it may reduce the frequency and limit your losses.
