Maybe if there was a set that had reduced strength on all 4, just like there are multispectral jammers and such.

But why reduce it?

You can have low-grades and high grades. Just like snakes and slaves.

For 3 billion High-Grade Sensor Strenght implants it should better work well.
And the 1 Billion Low-Grades should perform less.

I don't think they should be unified.

Implant sets should reward you for specializing into something specific, and not be some kind of bonus applicable to all kinds of ships.

In the case of sensor strength implants, you specialize into a race. That's like 25% of all existing ships (even more if you fly Gallente, because most industrials are gallente so they have more ships than any other race :)) , which is huge. Crystal implants reward you for specializing into active shield tanking. Snake implants, for using fast ships / range control tactics. Virtue, for probing ships. I could go on. There are no implant sets that give completely generic bonuses.

However, if they cost 3bil for HG and 1bil for LG as you say they do (I have no idea myself), I believe they could be made a bit cheaper, as a sensor strength boost doesn't have the same impact in a fight than what a crystal or a snake set can have. Fitting extra sensor strength is something you usually do in a specific situation, and a 3bil implant set might be a bit much for that.
