Chat bots create next to no load on the system node.

This is because chat is handled by a different server (as is market stuff)

The max user count in Jita is set by looking at the user count vs the load on the system. Removing chat bots would mean the max user count would have to fall. Of course, the number of actual players wouldn't change much. It would just appear to.
