I feel like ultimately the answer lies in making PVE more like PVP without reducing reward (or increasing it if risks increase).

I am not a CCP developer, but I have worked on other MMO's and online gaming sites. For the most part (with one glaring exception) they use a completely separate login server for handling logins. The idea is that if the game server is ever compromised there won't be a way to reach the PII information of the subscribers. It's not necessarily security by obfuscation, but more like layers of security.

Now, when your authentication servers are compromised that's a totally different story. Ask Sony Online Entertainment how they feel about that. While you are at it, ask them about the rookie mistake that allowed their servers to be compromised in the first place.
