It's so easy to train for a T2 modulated strip miner; are you sure you aren't just being lazy?

Mining V, and then (depending on which crystals)
Industry V
Refining V
Refinery Eff. V
Science V
Metallurgy V
and Ore Specific Processing I or IV.

They really do need to change the mining crystal skill requirements.

Edit: Until you train for the mining crystals, the modulated lasers suffer a loss in yield compared to T1 Stripminers.
