does anyone know if +3 modifier the cerebral implant gives stacks ontop of learning implants?

Yes they do, with the correct skillplan + implants you can end up with +8 attributes for a short while before the cerebral accellerator expires.

…although that might seem like something of a waste of the implant — all you get out of the deal is Cybernetics V, which is certainly a nice skill to have but only if you already have a main char to play with.

But the +6 you can get from 15 minutes(?) of training Cybernetics I is definitely worth it.

yeah i was looking at the training to cyber4 with teh Cerebral implant already in, then put in the +4s to get a total of +7. which seems to work out very well over 35 days
