No idea if they'll actually make it to public playable status, nor how they'll make money off of it, and absolutely no idea about actual gameplay, but this looks a bit like what "Infinity - Quest for Earth" was somewhat planning to do (and still hasn't, in many years).

Could be interesting. But the size of the game is inversely proportional to the team developing it, and procedural computing is known for being prone to suffer from repeating patterns, which means it requires a lot of non-procedural tweaking.

In a news paper here in sweden they posed it as a real contender to Star Citizen, but then they really have to up the ante in the graphics department..
