Offline download not working

I had a problem with the launcher with Rubicon. To cut a long story short I decided to download a new client.

I have all the 3 files in a folder and start the process when it gets to 3/3 Extracting Files I get the following report:

Eventually I get a message 'The installer detected errors during the install process, you must now run the repair tool to finish the EVE Online installation'. I OK this.

It then runs the repair tool which hangs at (1/7) Downloading index: Initializing ...




This will fail after approximately 21mins and link me to download the Offline client, just what I'm trying to do.
