EVE won't start. throwing exception at startup.

I go to startup EVE.exe and it apparently errors out in startup:

It still opens up in the process list but it doesnt do anything.

If someone has an idea / line of thought that helps me fix this issue, I'll buy them a large pizza with whatever they want on it.
