[Rubicon] WH mass reduction "wobble" now fires when off-grid pilots initiate warp to bookm

If someone initiates warp to a wormhole, the wormhole shows the jump-activation animation as if someone is jumping through to the other side. Previously the animation would only activate when someone is actually jumping into or out of the wormhole.

This makes it extremely confusing if one is scouting a wormhole because now you have no idea if it's activating due to someone initiating warp to it or if someone is actually coming through the wormhole. Wormholes seem to be "firing" indiscriminately now.

I noticed this bug is actually related to the mass reduction animation. If you have party A sit on-grid with a wormhole and have party B initiate warp to a mass stable hole, everything behaves normally (party A sees no effect changes on the wormhole). However, if the hole is mass reduced or critical mass, party A sees the wormhole "wobble" as if it's going mass reduced/critical, when party B initiates the warp command to a wormhole bookmark.

I haven't seen any confirmation that it's a bug, or just an undocumented feature.
