Forum Posting Delays After No Post

I just noticed this today, so maybe it's a temporary issue related to the server problems, who knows:

After I submit a post, on some I am getting an error page. I go back and try to post again and get a message that I can't post for something like 30 seconds or less. I refresh the page, thinking maybe my post went through after all, but it did not.

So, the forum is thinking that I posted and gives me the new delay before reposting in the same thread, but no actual post is there.

Also, another forum issue that I saw an ISD say he thought was fixed but is not- we are still getting those strange split threads, where the original poster is not present on the duplicate thread created automatically.
