Next/Previous Tab, Next/Previous Stacked Window - Not functioning properly

I'm having an issue right now where these commands do not function properly. I can only use the "Next" functions, never the "previous" functions. They simply do not work. Even with the "Next" functions only, many times they do not work properly or will work only 1 time, then cease working for the remainder of the tabs/windows.

Is this an issue with just my client or others as well?
