Target thumbnail and Item thumbnails blurry blue/pixilated/missing

I am currently having a problem with the thumbnails when I target ships and the thumbnail for some mods in game since I updated to Rubicon. I have run the repair, restarted my computer, pretty much everything I could think of that would maybe fix the problem.

I'm not entirely sure how to describe what the corrupted thumbnails come up as. Its like a neon blue color smeared with some pink and green mixed. Super odd. I had the same thing on Singularity but I figured that was just a test server thing.

Does anyone have a suggestion/fix?
