Covert ops with combat probes?

What's a ship that can fit a covert ops cloak that I can scan ships down that are doing missions and at safe spots ect and still deal somewhat ok damage. I have no idea what ship to use or what to fit so help would be very much appreciated.

Actually since you're hunting mission runners you really want a neut to disable their active tank so you can use a Pilgrim as another option, you give up lots of tank/dps but with the TD and neut you should be able to speed tank BS weapons (especially guns with the TD) with a MAR II. You only get around 300 dps but you should be able to whittle them down enough. Here's what I was thinking of:
