Drones sometimes will not aggress when permajammed by guristas

Says it all - I literally have to warp out of the belt with my barge and back in again, sometimes the drones will agress the second time. It seems to help to hold the drones in the bay until they are closer but not always. Sometimes I release 5 aggressive hob II's and nothing happens and I am permajammed by the spawn.

The drones should attack every time right?
