EVE shutdown in Jita every 5-20 minutes

Since Rubicon Windows 7 display message like "Application is not responding" every 5-20 minutes in Jita when the toon is in captain quarters - so I have to close game via process manager. Laptop with i5 and AMD Radeon 5870.

Also NPC "shoot" my ship with white harmless beams every few minutes. I've seen this glitch before couple times but now it's happening every few minutes. I call it "space bukkake" (note: this term is probably copyrighted for loot spill process in data/relic sites).
