Gunnery Changes?

I was under the impression that you were no longer required to train up smaller size guns before larger ones...

This morning I tried to inject 'Large Hybrid Turret' - and received the message 'requires medium hybrid turret 3'

Should I petition or am I not understanding the changes they made to gunnery? Its only a 10h train but I want to know anyway.

The change is only affecting TII gunnery skills (Large Railgun Specialization et al.) TI skills are unchanged.
