"Edit rolling windows stands for transfer role over" so the transfer time, you get the toon on the 11th but may not see it until the 13th IF CCP is been slack or its taking longer than usual".

The rolling window actually means that if someone bids at 03:00 EVE Time on the 4th of December, then the auction ends at 03:00 EVE Time on the 6th of December if a higher bid is not made. The character transfer takes 10 hours from where it's put into place, and the character becomes accessible on the new owner's account after the next downtime after the transfer.
