Encryption Methods Skills, what is it, what it for?

Amarr Encryption Methods
Caldari Encryption Methods
Gallente Encryption Methods
Minmatar Encryption Methods

I press "Show info", and there is nothing about "Required For", and nothing about what it gives.
So what is it, why i should learn it, and where i can use it.

My guess, that this skills somehow improves Hacking skills in specific Star regions. But i am not sure am i right or not. And even if i am right, i dont know what exactly regions it covers: entire map with nullsec, or only highsec republic regions.
And i dont know what exactly it gives: Virus Strength for data, virus strength for relic, or both, or smth else...

This is only my guesses, i dont know correct answer. Help pls.

Fostering codependency is not very nice, I agree.

But I would have instead told him that if you train one of them to 4, you can listen into other people's chat channels without a password. Would have been much funnier.

It's used for exploration. It improves your hacking abilities in the specific region.

C'mon, Sols, the guy/gal don't have a single clue about it. Give him/her some insight, like:

Each level increase the earning XP on empire, as follows:

Amarr Encryption Methods - Amarr space
Caldari Encryption Methods - Caldari space
Gallente Encryption Methods - Gallente space
Minmatar Encryption Methods - Minmatar space

For null/low space that are SoV by any of the other fanctions, you need to find the appropriate skill, but not in the market as they are given on some events only, as example, I got 2 books of Goonswarm Encryption Methods 2 weeks ago. Was not easy tho, I must admit.Pirate
