In other words, we're in the distant future. Low-mass stars can continue burning for far longer than 30 billion years, so if Oursulaert is a red dwarf it is quite possible for it to be that old.

Exactly and only this. Also the reason for random numbers in stats is not just because the people responsible for doing the stats were lazy; but also thanks to the general excuse in EVE lore; that we all are living in a different space with different physics. That's of course a nonsense and ultra cheap excuse when you make a lore for your game; and something that will be get rid off in the near future, I hope. I don't have to remind you that not only stars age is nonsense, but also "submarines" in space, no orbits of objects, gravity and other physics stuff.
