Low skill point pvp Tristan fit

hey all so I'm a 6 day old player with about 310,000 sp, after venturing around null sec for a few days in a algos (ok maybe a couple of algos' after getting blown up a couple of times ;) ) ive decided to go back to basics and try to fit a decent frigate.
Ive settled on the Tristan as Ive always loved that ship and i want to use drones.
anyway my aim is to be able to do some solo pvp and kill other frigates, mining ships and maybe even the odd poorly fitted cruiser (or am i thinking way too high there?)
i was thinking along the lines of getting in close with blasters and drones while using my speed to prevent the other guys turrets from tracking me.
so here is what i have so far.

High:
Light Neutron blaster 1 antimatter ammo
Light Neutron blaster 1 antimatter ammo
Empty high slot

Mid:
1mn afterburner 1
Stasis webifier 1
Cap booster 1

Low:
Override injector system 1
Drone damage amplifier 1
Small armor repairer 1

5 hobgoblins

in the empty high i was thinking of putting an energy vamp and then maybe swapping the cap booster for a tracking disruptor 1
or would i be better off just putting a launcher on instead.
i would also like a warp stabilizer in there but i don't think that would be a option so that's only secondary
im also trying to keep the build fairly cheap as i expect to lose a few while i learn the ropes.
as i said I'm a new player who hasn't really fitted anything before so the above fit may be complete garbage haha
any opinions or criticisms welcome
kind regards

You won't kill much with that fit, I have seen the following, and variations, used to great effect, its fairly cheap and seemed to be quite effective, downgrade stuff as needed;

[Tristan, lel]
400mm Reinforced Rolled Tungsten Plates I
Small Ancillary Armor Repairer, Nanite Repair Paste
F85 Peripheral Damage System I

1MN Afterburner II
J5b Phased Prototype Warp Scrambler I
X5 Prototype Engine Enervator

75mm Gatling Rail II, Caldari Navy Antimatter Charge S
75mm Gatling Rail II, Caldari Navy Antimatter Charge S
[empty high slot]

Small Anti-Explosive Pump I
Small Ancillary Current Router I
Small Ancillary Current Router I

Warrior II x5

Edit;

A bit more detail, you need a scram and web to hold range, the Rails + Drones means you can sit 5+ KM away from your target mitigating damage of short range fit boats, or brawl in close and orbit against boats with poor tracking but better range. The over plate + AAR gives you lots of EHP to play with.

thanks ill give it a try now, do you reckon it would still work if i swapped the rails for blasters, or is the tristan always gonna be a kiter

That fit is a scram range kiter, it kites brawlers and brawls kiters.

Don't forget to put warp scrambler on your ship! Otherwise target will just warp away. So your mid would be something like

ab or mwd
scram
web or td

There are exceptions, but usually for 3 mid slot ships I would recommend a web over tracking disruptors so you can have some range control.

Its not a kiter in the traditional sense, you could fit blasters but you then lack projection, the advantage of the rails is if fighting something like a Blaster Incursus or Merlin you can sit at 7-8KM away, hold them down with web and scram and mitigate a fair bit of their damage through range, while applying most of yours.
