Can't take items from Siphon Unit

So, I thought the whole point of a Siphon unit was that the cargo was accessible to everyone, not just the person that anchored it? I happened across a POS (that did not belong to me, my corp, or alliance), with a siphon unit anchored outside (also not belonging to me, my corp, or my alliance). I saw that there was some stuff in it already, and being ever the opportunist, I decided to "liberate" the contents of the Siphon Unit.

Only I can't. I can access the container itself, but when I try to drag the 42 units of moon goo inside, I get the messsage "This item is not yours to take." Well duh, but isn't that the whole point of the siphon unit, to take things that are not yours?

Did I misunderstand the "anyone can access" aspect of the Siphon Units? Or is this just a bug?

We have tried with same alliance (maybe same corp too i don't recall) and it doesn't work. The person who anchored it was able to access fine though

Money at its root is a form of rationing. When the richest 85 people have as much wealth as the poorest 3.5 billion (50% of humanity) it is clear where the source of poverty is. http://www.theguardian.com/commentisfree/2014/jan/20/trickle-down-economics-broken-promise-richest-85

I just received a response for the support ticket I submitted about this, they said they plan to fix it in the next patch. When you think about it all the other personal mobile structures are accessible only by that person, it's possible something in the code for the Siphon Units wasn't changed to reflect this.

That said I just picked up a couple for myself, so I'll try setting them up sometime later.

I kind of expected as much, there are always bugs when the first patch rolls out, at least it's been acknowledged and scheduled to be fixed.

EDIT: Tried logging in after posting this earlier, and there was a patch of some sort applied, then when I logged in and tried taking from the aforementioned SU again, it worked. So yeah whatever it was got fixed. Thanks CCP especially GM Rosemary who responded to my support ticket. :)
