The patching has been fixed and can be started.
If your launcher can't start and instantly crashes, go to C:\Program Files\CCP\EVE\launcher\cache (or whereever your EVE is installed) and open Updater and let it update, it will backdate it to the Odyssey launcher, which then can download the newest, working launcher. That should do it. Otherwise, try this that got tweeted http://pastebin.com/PimrUKQD
