From my view, no front line ship is capable of using these covert cynos, only what I would describe as "their overpriced and tactically diminished cousins".


The limited group of ships that would get easier travel by this already travel extremely well wherever they want.

In a wardec, traveling from wherever you are directly next to a target without alerting them is the main obstacle to killing that target. Covert cynos make such travel instant, without alerting them at all. It would be boring, easy, and OP as ****.

Outside of a wardec, whats the use? So you can hotdrop someone you've baited into going suspect? If you want to get cheap kills with bigboy toys, leave hisec.

Answering Point 1:
This suggests the impact of this change is not as significant as some might expect.
After all, ships being good at travel already would have the least benefit from travel being made easier.

Answering Point 2:
First, this cyno has a limited range, it won't casually cross the map without significant effort going into preparations.
It will not be instant, but would be less time in return for such preparations and effort.
I feel that competition is reasonably described as quality and quantity of effort being compared.

Answering Point 3:
I would suggest that space combat is not significantly affected outside of a war dec, as in my opinion, it is rarely cost effective to use such expensive assets knowing they will be Concordokkened immediately after.

Only major issue I see with this is that it should REMAIN invisible; part of evading concord's prying eyes would be keeping it covert, and there should be no suspect flag. Otherwise, great idea; it would be very good at helping move cloaky fleets around.

In my opinion, it is reasonable to point out these ships under-perform by comparison to their tech 1 variants.
The devs, by popular awareness, have balanced them for their ability to go unseen.

I feel they could be balanced without the suspect flag, or any additional conditions not already present.
