Launcher repair tool issue

Unable to launch eve, the launcher and the repair tool does nothing. Have reinstalled eve twice. Still unable to get into game.

Find the database at the following path: C:\\DOCUME~1\\HarryB\\LOCALS~1\\APPLIC~1\\CCP\\EVE\\C_PROG~4\\checksums and delete it. Then try to rerun the EVE Repair Tool
