I've witnessed players temp banned for racial slurs in local.

Truth is, I'm not sure posting your IP address crosses any line. Many larger corps use IP addresses to hunt down spies, and this is very much considered part of the meta game.

DDOS are illegal most places, and I'm certain CCP doesn't support it. At the same time, I think such activity is generally beyond the ability of CCP to verify, and hence they don't have any grounds to levy bans.

Also, how exactly are people ascertaining your email address and facebook profiles, unless they are linking those to their character. Character harassment is generally acceptable within limits, while player harassment is not acceptable. Players that blur the line, by linking your character, corp, and alliance on facebook, posting their email in their character bio, must accept those modes of communication then become about the character, not about the player. There is still a line, like you can harass a character to an unacceptable and punishable level, but you also need to have some thick skin on the matter.

it is not exactly hard to find emails of people who have played this game for years.

i know for a fact my email was leaked by an ISD forum mod way back when. All the email address' of people who had a forum warning was leaked. Also most people have a Skype handle (Skype has crappy security) for external communication where part or their hole eve name is used to separate game from normal use.

When you get hold of peoples email address, it is not exactly rocket science to look up what is linked to that email address.

There is nothing acceptable about "blurring" the lines.

The bottom line is that CCP cant enforce anything about skype, hotmail, or facebook. Nothing says you need to use ANY of those in game, and they are not part of the game in any way supported by CCP. How players use these, and how they distribute their information, is up to them. I understand that in your case, the email was leaked, and there really isnt a relavent fix for that. But it wont be the norm.

CCP can't verify that joe_ganker signed you up for the NAMBLA newsletter, which makes it very awkward to punish joe_ganker.

In the mean time, if Joe_ganker posts his ganking adventures on his youtube & facebook pages, then Joe the player has no grounds for player harassment when Johnny_carebear calls joe_ganker the scum_of_the_earth on these public pages.

Joe the player will have grounds of cyber_bullying if Johnny_carebear starts sending Joe's family and friends embarrassing audio pleading for his tornado, or have pizza sent COD, or prank calling his phone. RL harassment is not acceptable.

Joe inviting Johnny_carebear to his coms to vent his rage at the loss of a hulk, or to plead for his scammed assets back by singing an embarassing song, is not harassment of Johnny, and neither is posting these to EvE fansites, as long as the embarassment is about Johnny_carebear. If Johnny is embarrassed about these actions, he can always play on as Altof_Johnny and deny they have anything to do with him. Otherwise, he must accept the actions he performed in game as Johnny_carebear follow Johnny_carebear, just like he must accept he lost his hulk because he didn't utilize the tools to keep it alive.

Are there unscrupulous individuals that take things too far, absolutely. And if you report such transgression to CCP, and CCP can verify it, they take action like any responsible company would.

Tangents aside from the people that like to get away with abuse, bullying and harrasment Roll

Some of the people posting need to go back to the OP and read it very slowly, then contemplate the questions asked in said OP.

There have been plenty of occasions when the forums have been used for personal attacks and bullying and unfortunately some of our previous.......

CSM's were the recipients of said abuse. Their personal details were broadcast all over the forums as part of the CSM process.

A little less ignorance and a little more intelligent debate wouldn't go amiss.
