I don't support an anti-spam mechanism, even though it would have saved one of my bombers. It isn't sand-box imo. But the cloaking device already has a red outline when it is deactivating. I don't see why it couldn't simply stay red while unavailable.

Current clickable icons have a greyed-out appearance for offline or 100% damaged. So that wouldn't be appropriate. Whited-out is used for being repaired via nanite repair paste. So the red outline seems like the easiest to implement option.
