This idea is well thought out, logical and easy to implement.

Expect it in 3-4 years.

An alternative solution to "projecting industrial power" might be this:

1) Make the rorqual SMA so it can only take mining ships (barges/exhumers/ventures)

2) Increase the capacity of the rorqual SMA so it can hold 20+ mining barges and/or exhumers.

That way the jump clone method would work well because the rorqual would be able to carry the mining fleet's ships with it when it jumps and hand them out at the destination.
