Steam error while buying monthly subscription

"Your transaction failed because you are trying to buy 'EVE Online: 3 month subscription' which requires ownership of 'Eve Online - Steam Starter Pack'. Please correct the error and try again."

I've owned EVE on steam for over 2 years now, and have over 1500 hours on it. There is no steam starter pack available, so it seems like I can't buy it?
