POS Individual Standings

I've just found out that POS guns ignore Corp -> Character standings and Alliance -> Character standings. They only take ->Corp and ->Alliance standings into account.

Is this there an actual gameplay reason for this?
Is it a technical implementation issue?
Or is it just historical and no one's bothered fixing it?
