Quite to the contrary, it makes it extremely obvious that CCP has heard all the complaints about how cloaking is awful and bad.

They have heard all about how you want to remove them from being able to AFK Cloak, so you won't need to choose risk versus inactivity.

Would they like a system where fewer people complained? Probably.
Do they know they won't be able to please everyone? Obviously.
Do they want a balanced game with a sustainable player base? They have chosen this every time.

It gets depressing that after 5-10 years on this I'm not aware of a single change despite innumerable ideas/complaints/suggestions. The current approach only encourages station spinning, isolated attempts to bait someone that you have no clue if they have p&&&&d off down the pub, and log offs. If you want entertainment - write out support tickets and watch them direct you towards 200++ pages of forum posts without a single dev feedback - suggesting that's a good place to leave a comment.

Could just be that they're happy with cloaking's role as a balance to the use of local as a perfect intel source.

It's one guy in a ship you should be able to alpha off the field, a ship that takes 5+ seconds to lock you, or a ship you'll see coming on D-scan. What's his insurmountable advantage? That you know he's coming but don't get to know precisely when?

The funny thing is, it really is the anticipation that is killing them here.

They cannot handle an unresolved threat, and it's specifically unknown nature drives them crazy.
