I believe Chribba was looking into hosting a service for old portraits, there was some talk on Twitter back then CCP announced they would stop doing so.

http://www.schildwall.info/faces.html will be my version of a portrait retrieving service - once my poor upstream made it to transfer those 15Gig.
To call it directly use http://www.schildwall.info/faces.html?Darkblad or http://www.schildwall.info/faces.html?653235044 (but so far only IDs ...0n are available)

I agree, the number is quite low, I already spoke to CCP about that and hopefully will get an answer after the weekend.
