Does zainou Gypsy EU603 (3% CPU increase) use the before assembled ships CPU as the multiplier or does it use the ship after you fit it and your skills taken into account?

implants are never stacking penalized, so it doesn't matter in what order you apply your 3% bonus and your 25% electronics bonus and whatever bonus you get from a co-processor or overclocking rig.
