Oh dear... I haven't checked from this angle. I forgot to mention in my earlier post that I also had strong suspicion that NPC EWAR isn't stacking-penalized but your explanation is much simpler.

Either way, the only means of dealing with this spawn wave is to be sniper or brawler. There's no middle ground. Without bastion of course.
