[Rubicon] Siphon Unit

Some thoughts:

Please don't do it.
If you want to show who deployed this unit please limit the information just to the alliance.
The whole point of this Siphon units is to see them on Goon owned r64 moons having no ownership tags , or having Li3/FA/CO2/... tags on them.

Right now people are planning to put large mobile warp distributors around r64 poses.

Can you make it BPC from all pirate faction LP store that will cost 100lp points and 9mil isk, and at the same time limit its material consumption to kept the 10mil cost.
This can function as good isk sink, and will promote going to null sec even more.
