Bug Report - Avatar issues within the CQ

I know this technically not the place to do it, but unfortunately the bug reporter is bugged (which is ironic - I get a server 500 error), and due to the nature of the error, could not be reported in game. If there is a location better suited, let me know/move this thread/poke a CCP hamster wrangler to get the bug hamsters activated.

Server: Singularity

Description
The players avatar has an issue, when looking back at the captains quarters, from the ship viewing platform within the Gallente Stations (I haven't tested it in any other racial station yet). After getting to the end of the platform, the avatar will start to graphically lag, leading into a jerking/twisting motion, before eventually catapulting the unfortunate avatar around the captains quarters and ship hangar.

This is also in conjunction with very major FPS spikes, which is alleviated somewhat by turning the camera towards the ship itself. This only happens when the game is not interacted with. the moment any interaction occurs, (via searching the market or moving the avatar for example) the avatar returns to their normal state, albeit still with lagging animation.

Reproduction Steps
1. Enter the Captains Quarters of a Gallentean Station
2. Head towards the end of the viewing platform
3. Turn the camera to face back into the station, whilst keeping the Avatar facing forwards
4. Do not interact with the client for a period of time (5-10 minutes was the average for me)
