second type dictors

Some of a t2 ships, have 2 type settings. Like a two recons, combat and cloack, 2 type hacs, 2 inty.
I think it is good idea create 2 type of dictors.
1) Fleet dictors. Have small ehp, good speed, good agility, and I think bonus for speed in cloack like a BO. Use in big fleets, get buble and run away.
2)Combat dictor. Have good dps, and tank about 15-20k ehp with fitting or have good bonuses for active tank. But slower and cannot fit 2 bubble lancher. For using in small scale pvp or solo.
