Capsuleer wealth and the little man?

Some things to bounce off of your collective noggins - also asking if this has been touched upon in any official fiction. So, to start off, as we all know capsuleers are ridiculously wealthy people. People join our crews because we pay good - altough what we regard as less than pocket change is more than average middle class workers earn in a year - or ten years. Some capsuleers are probably wealthy enough to buy habitable moons if not entire thriving planets, and not just from some regional backwaters either.

I guess I'm asking, is there some sort of CONCORD legislation against capsuleers meddling with planetary affairs other than with fairly limited Planetary Interaction? What would stop a capsuleer for example starting their own companies on planets, or even full blown business empires almost literally overnight that produce everything from movies and news services to hovercraft and planetary weaponry, or even top of the line hospitals and schools for gaining public acceptance?

The PF can be wibbly on this. I believe there are some articles on how the ISK currency is sort of an 'isolated' currency they try to keep separate from the planetside markets and currencies, but then there are lots of other things that have us interacting in very direct ways (paying crew, commodities trading, planetary interaction, etc). I'm of the opinion that any group of elites with extremely large amounts of wealth and influence will find all manner of ways to get around things like 'regulations.'
