High Sec Anchored POSes Should Require a Charter to Stay Anchored

High Sec is overcrowded with these anchored poses that have sat there for years and unless you want to war dec them and take the effort to shoot them down they will stay there forever. Some Alliances have to spend a crazy amount of isk or use an alt corp to war dec which is an inconvenience. Mind you I am from null sex but this mechanic needs to be fixed.

Please make it so the anchored POS in high sec still requires data sheets/charters whatever. And if it runs out it auto unanchors (run out time of data sheets should be ~2-3 months, so a max amount can only be placed)
Only mechanic which is an issue is as soon as you anchor you have 1 hour to deposit a data sheet so it does not unanchor immediately but that's kind of obvious.

While current mechanics make it so people like me have to hire mercs to shoot down a wanted POS spot this should not be the case as the 'renting of high sec space should be charged by the holding sov' and keeping an anchored POS while others that want to pay with charters and online poses takes away from holding sov profiteering.

It Just Makes Sense.

I completely agree (with the OP). It's always made no sens to me that the towers would be allowed to stay, and while active players should be able to hold them, even unused (for selling or whatnot) inactives should not.
It wouldn't be hard for an active player to load it up with more charters.
I don't think they should unanchor though, as this would just lead to them being stolen. Much like when you stop paying rent in an office, the sov holding faction should take them down and impound them, so if a long term inactive player comes back, they just have the release fee to pay.
